In her role, she oversees the ongoing development and administration of all Human Resource programs and services, provider Credentialing administration, and the Continuous Quality Improvement program. She serves as a source of guidance, support, and assistance to department heads, supervisors and staff in the identification, documentation and resolution of employee relations issues; and provides counsel and mentoring to the management team regarding relevant laws, regulations and business requirements. Stacie is also in charge of ensuring the successful AAAHC re-accreditation effort, as well as Policy & Procedure controls and enforcement. Stacie’s goal in making business decisions and communicating to staff and management is to never let personal agendas or emotions drive opinions, assumptions or determinations. Her professional mantra throughout her career has always been “here to serve!” which is why she enjoys working in the non-profit healthcare environment. Stacie has a Bachelor of Science degree in Human Resource Management and she achieved her Professional in Human Resources certification in 1999. Survey results showed medical needs of Tulsa’s American Indians were not being met. When she was hired as one of IHCRC’s original four employees, the agency provided referral services only. Within a year, the first medical services were offered. During her tenure with IHCRC, Carmelita has worn many hats, including Clinic Administrator and, since 1989, Chief Executive Officer. ​ Carmelita has been recognized numerous times for her tireless efforts to ensure quality, accessible and comprehensive health care to Tulsa’s Indian people. As a proud member of the Citizen Potawatomi Nation, she speaks strongly in support of minority and Indian health needs. Carmelita has distinguished herself both locally and nationally with her advocacy and dedication to a wide range of critical health care issues. She is an activist and strong supporter of aiding underserved populations. She is not a person who sits down in the time of need; she is the one who coordinates the troops. ​ Carmelita’s dedication to the betterment of lives for the American Indian population has been the focus of her professional life. Her legacy will be remembered as one who always stood up for those who couldn’t speak for themselves and who worked diligently to leave circumstances better than she found them. Because of her political finesse, hard work and dedication, she has ensured the health care needs for American Indians in Tulsa and the surrounding areas is not only better, but much better. ​ Deanna Holman Chief Financial Officer ​ Deanna joined Indian Health Care Resource Center’s Accounting Department on July 1, 1984. Over the last 36 years in the Accounting Department, Deanna has been the Full Charge Bookk eeper, Comptroller, and Accounting Su pervisor. She has met each new career challenge with enthusiasm and continued her education along the way. In 1987, Deanna attended Tulsa Community College to learn computer code for her Comptroller position. She earned her Associates Degree in 1 994 and her Bachelor of Business Administration in Accounting in 2003 from Oklahoma State University. In 2005, she earned her CPA. We are proud to announce Deanna Holman, B.B.A., C.P.A. has been promoted to IHCRC’s Chief Financial Officer. ​ ​ Tanya Cain, RN Chief Operating Officer ​ Tanya first came to IHCRC as the Triage Nurse / Immunizations / Nursing Supervisor in the Medical department on August 3, 2009 and served as the Clinic Administrator for the last several years of her tenure at IHCRC. As a Registered Nurse with 35-years of experience in the medical field, Tanya has been a valuable resource to IHCRC since she was first hired. She took a lead role in 2013 in assisting IHCRC staff to achieve Medical Home designation through our accrediting body, AAAHC. She has brought stability to our nursing staff and expanded access to our medical services. Tanya takes a lead role with risk management, safety and the overall operations of the clinic. Tanya earned an Associate of Applied Science in Nursing from Northern Oklahoma College and a bachelor’s degree from Oklahoma Wesleyan University. Tanya supervises two nurse supervisors who assist her in overseeing all medical assistants in the Medical department, all Public Health Nurses, Nurse Case Managers, Lab staff, Diagnostic Imaging staff and the Medical Records staff. Tanya is the gatekeeper for all initial patient complaints in the Medical department. She is the enforcer of our clinical policies and procedures. She serves on the Leadership Team, CAC Team, OSHA Committee, C&P Committee and the Peer Review Committee. Stacie maintains an active membership in both the Tulsa Area Human Resource Association and the national Society of Human Resource Management. ​ ​ Jesicah Gilmore, MD Chief Medical Officer ​ Jesicah Gilmore, M.D. joined IHCRC’s medical team in August of 2014 and is a leader in primary care services and a proud member of the Chickasaw Nation. Dr. Gilmore and her team care for almost 36% of IHCRC’s annual patients. Together she and the “Red Team” provide more than 30% of all ambulatory medical visits. Dr. Gilmore continuously works to improve and expand patient care. She has increased access to care by shortening physician appointments when warranted and working with her team to properly triage patients. Dr. Gilmore also initiated a successful schedule redesign once again increasing access to care, especially for walk-in patients experiencing the greatest medical needs. In addition to providing excellent patient care , Dr. Gilmore has been actively involved in the marketing of IHCRC’s services in order to expand patient care and education. Dr. Gilmore has served as Assistant Medical Director at IHCRC and most recently through her role with the Infection Control Committee, led the clinic through multiple adjustments to health care due to the pandemic. In February 2024, Dr. Gilmore was prom oted to Chief Medical Officer at IHCRC. ​ ​ Jason Menting, PsyD Chief Behavioral Health Officer ​ As IHCRC’s Chief Behavioral Health Officer, Dr. Menting spearheads the direction, strategic goals, services and operations of the Behavioral Health department. He ensures that the personnel are in place with the appropriate education, training and licensure to meet the mental health needs of our patient population. He works closely with James David Bright, Psy.D., Associate Director of Behavioral Health and Heather Moore, MA, LPC, Pediatric Behavioral Health Director, to maintain a suite of mental health services with the highest level of current competency, clinical skills, confidentiality, and ethical standards. Dr. Menting first came to IHCRC as a psychology intern through the Northeastern Oklahoma Psychology Internship Program (NOPIP), a yearlong internship. After the successful completion of his NOPIP internship, he joined the Active Staff at IHCRC as the Director of Clinical Training. In this position he ensured the clinical training of our interns met the criteria for the American Psychologist Association (AMA) as well as the Northeastern Oklahoma Psychology Internship Program (NOPIP). From his own experience he was able to share with the interns his extensive experience in providing individual psychotherapy with clients, administering test batteries for psychological assessments, and writing psychological evaluation reports. Dr. Menting made a concerted effort to encourage a commitment to community outreach with the interns. As an advocate for embracing best practices in the psychologist field, Dr. Menting is committed to collaborative efforts and consultation with other healthcare professionals to ensure holistic treatment is provided for all clients. Dr. Menting was also responsible for spearheading the training for practicum students placed at our facility. Upon the resignation of Rachel Leah Floyd, Psy.D., IHCRC’s Director of Behavioral Health, Dr. Menting assumed that role which he maintained until being promoted to the Chief Behavioral Health Officer position in 2024. ​

WIC provides nutrition and health education, supplemental food benefits, and breastfeeding education to eligible women, infants, and children. Eligible clients include children under the age of five, pregnant or breastfeeding women, and women up to six months postpartum. W alk-ins welcome. ​ HEALTHY START IHCRC partners with the Tulsa Health Department and the Healthy Start program to provide case management and educational services for pregnant women. We do encourage new patients without insurance to meet with one of our Patient Benefit Coordinators. These individuals can help you decide if SoonerCare and/or the ACA are right for you. While our services are free, having insurance makes certain you have the emergency and specialty care you need when you need it. How much does it cost? All services provided at IHCRC are free. People with insurance are not even required to pay a co-pay. Can my whole family be seen at IHCRC? Yes if they are a member of a federally recognized tribe or they are a dependent of a member of a tribe and are under the age of 18. We have services for children, youth, adults, and elders.
